what does imperial mean when talking about beer?

It means it's stronger for whatever reason (higher ABV, more hoppy, etc.) There's no scientific way of categorizing but brewers usually call a beer imperial (for example imperial IPA, imperial stout) if it has a higher alcohol content than their regular IPA or stout or whatever. "Double" is a synonym (i.e. Double IPA means the same as Imperial IPA.)

Also, an "imperial pint" is 20 oz. whereas a standard American pint is only 16.
