I don't think a state views a driver's license as a contracted right; this would be something that both sides bargain for, and where consideration is exchanged. Instead, a driver's license is more of a permit or privilege to operate a vehicle in the state. It's a non-exclusive privilege granted by, and can be taken away unilaterally by, the state.

I did do some search on case law, and didn't find anything. Anything relating to binding contracts and driver's licenses that I found had to do with insurance policies and not the driver's license per se.
