Why does my Jenday bury his head in my clothes and starts to claw the back of his head?

My conure is a boy and he's very cute, but sometimes he does this odd thing where he buries his head in a shirt i leave on my bed and starts to claw at the back of his head. He makes these swooping scratches from the back of his neck area. He's not really hurting himself, but he pulls out feather from time to time. Why does he do this? Is it some weird nesting ritual?
