How can a city sell beer and liquor while the county it's in is dry(no selling alcohol or having it on you)?

Town had a vote hoping to get business by allowing alcohol solid with-in city limits.
aren't they breaking the law by doing that?

I'm assuming you're in the US. It depends on the State & how they delegate their legislature. It could have been a decision made by the city council, that was not overturned by the county council.

In many places it breaks down like this (I know I'm going to forget one step or two, so please forgive me, and this does not necessarily apply to all places in the US): You have the City Council, that is below the County Council, that is below the State Government, that is below the Federal Government & they are all broken up into fragments & governed by their own rules. These rules have many loopholes that are used to get things like this to pass, or perhaps there's no law against having a wet city in a dry county where you are.

If you're curious about this decision, you should contact your local Chamber of Commerce & your City Councilman & they should be able to provide you with documentation & dates as to how the establishment received a liquor license & why they were allowed to.
